All enemy units around Wraith King have their movement speed and attack speed slowed by 75% for 5 seconds. 

His ulti has a cooldown of 60 seconds. The passive ability, Reincarnation, needs 180 mana to be activated. You can purchase an Aghanim’s Shard to remove the mana cost of Reincarnation, making it resourceful while fighting counter heroes like Anti-Mage and Nyx Assassin.
