League of Legends Patch 13.12 Full Patch Notes Are Here!

League of Legends Patch 13.12 will release next Wednesday, and after the tease, we finally have some numbers regarding the changes.

Two days ago we took our first look at the changes coming in the 13.12 League of Legends Patch notes by courtesy to Riot Phroxzon and Riot Phlox: they teased buffs to Champions like Ashe and Kai’sa, nerfs for Gragas, Kha’Zix and K’Sante, and midscope-like updates for Rumble and Lucian, while also planning to change a plethora of items. While there’s still a week left until the patch, Phroxzon posted the changes with numbers, and while those are always subject to change, they give us a good idea about the changes – so let’s dive right in!

Champion Changes of the upcoming 13.12 League of Legends Patch

Champion Buffs

  • Ashe
    • Passive – Frost Shot’s bonus damage will be increased from 115% to 120%
    • W – Volley’s base damage will be increased from 10-70 to 20-80
    • R – Enchanted Crystal Arrow’s AP ratio will be increased from 100% to 120%
  • Gangplank
    • E – Powder Keg’s recharge timer will scale with level, from 18 seconds to 14 seconds
  • Kai’sa
    • AD per level increased from 2 to 2.6 in order to help Kai’sa get to her ability evolutions a bit faster and easier
  • Nasus
    • Passive – Soul Eater’s Life Steal will be increased from 9-19% to 11-21%
    • R – Fury of the Sand’s cooldown will decrease with the ability’s level from 120 to 80
  • Orianna
    • R – Command: Shockwave AP ratio will be increased from 90% to 95% and Base Damage will be increased from 250-450 to 250-550
  • Ryze
    • Passive – Arcane Mastery AP ratio will be increased from 6% to 10%
    • E – Essence Flux AP ratio will be increased from 45% to 50%, and missile speed will be increased from 3500 to 4000
  • Sivir
    • AD per level decreased from 2.8 to 2.5
    • W – Ricochet AD ratio increased from 25-45% to 30-50%

These are all great buffs for Champions that need some love – except for Nasus, who already has some overtuned abilities according to mains of the Curator, and is only weak because of his terrible base stats. If Riot Games ever decides that they should increase the stats of Nasus, we could see a lot more of him on the Rift.

Champion Nerfs

  • Gragas
    • Passive – Happy Hour cooldown will be increased from 8 to 12 seconds
  • Kha’Zix
    • Base AD decreased from 63 to 60
  • Kog’Maw
    • W – Bio-Arcane Barrage HP Damage decreased from 3.5-6.5% to 3-6%
  • K’Sante
    • E – Footwork cooldown increased from 9-7 seconds to 10.5-8.5 seconds
  • Lulu
    • Base Armor decreased from 29 to 26
    • Passive – Pix, Faerie Companion damage decreased from 15-117 to 9-111
    • E – Help, Pix! Shield increased from 75-215 to 75-235 to compensate for the nerfs
  • Milio
    • Base Armor decreased from 28-26, Armor growth decreased from 4.9 to 4.6
    • Passive – Fired Up on-hit damage decreased from 15-35% AD to 15% AD
  • Rell
    • Rell’s midscope has been a success, but she has become a bit too strong after her hotfix
    • Base Adaptive Force is now AP instead of AD
    • Q – Shattering Strike Cast Time reduced from .5 seconds to .4 seconds, damage decreased from 70-230 to 60-220 (scaling unchanged)
    • W – Ferromancy: Crash Down damage decreased from 70-190 to 60-180 (scaling unchanged
    • E – Full Tilt damage decreased from 35-95 + 4% Max HP to 25-65 + 3% Max HP, % Damage capped at 150 vs Monsters
    • Rell’s Bonus Damage against monsters will be changed from % to Flat bonuses as follows:
      • Q – Shattering Strike from 300% of Base damage to 150 – 430
      • W – Ferromancy: Crash Down from 300% to 150-350
      • W – Ferromancy: Mount Up from 300% to 20-140
      • E – Full Tilt from 250% 100-280 Bonus Damage

League of Legends Patch 13.12 Rell

    • Yuumi
      • E – Zoomies Attack Speed buff decreased from 35% to 25-35%
      • R – Final Chapter Heal Per Hit decreased from 35-65 to 25-55
    • Zeri
      • Passive – Living Battery shield stealing removed
      • Q – Burst Fire no longer activates Sheen
      • Movement Speed increased from 330 to 335
      • E – Ultrashock Laser Damage increased from 0-65% to 0-85%

Riot will finally be addressing problematic Champions such as Gragas, Zeri and Yuumi who have been part of the professional meta for months, while also slowing Milio down, who has been a menace in the Summer LCK and LPL splits. While Rell only got her buffs, she really is a bit too strong, and the nerfs are not that sever, so players don’t have to say goodbye to jungle and top Rell just yet! Maybe we’ll even see the Iron Maiden in those positions played by pros!

Champion Adjustments

  • Lucian
    • Passive – Lightslinger’s Vigilance has been changed, Lucian will get empowered by enemy Champions immobilized near him
      • The damage of the empowered auto’s has been reduced from 14 + 20% AD to 10 + 15% AD

    • Rumble
      • Base Health and Scaling changed from 659 + 99 to 625 + 105
      • Passive – Junkyard Titan Maximum Heat has been increased from 100 to 150, but Danger Zone still starts at 50
        • Overheat Attack Speed has been adjusted from 20-80% AS for 5.25 seconds to 50-130% AS to 4 seconds
      • Rumble’s bonus damage to monsters has been reduced, as Riot is trying to force him out of the Jungle
      • E – Electro-Harpoon gives 20 Heat instead of 10
      • Q – Flamespitter damage has been changed from 18-340 + 110% AP to 135-195 + 6-10% of the targets max HP + 110% AP
      • W – Scrap Shield has been changed from 60-180 + 45% AP to 25-125 + 25% AP + 4% Max HP
      • R – The Equalizer’s cooldown has been increased from 100-70 to 130-80

These changes are meant to make Rumble a tanky toplane bruiser who can keep up with the meta while melting tanks with his Flamespitter, instead of being a burst mage with an incredibly powerful ult who can play against toplaners. They are also trying to separate Lucian and Nami by making Lucian pair up better with tanks – maybe we’ll see the return of the fabled Lucian – Braum botlane?

Item Buffs

  • Immortal Shieldbow
    • Life Steal increased from 7% to 10%
  • Moonstone Renewer
    • Echo Heal has been adjusted from 20-40% to flat 35%
    • Echo Shield adjusted from 30-40% to flat 40%
    • Same target heal bonus adjusted from 15-30% to flat 25%
    • Same target shield bonus adjusted from 20-30% to flat 30%
    • Mythic Passive changed from 5 Ability Haste to 5 Healing and Shielding Power
  • Phantom Dancer
    • Attack Speed increased from 30% to 35%
  • Statikk Shiv
    • Energized passive damage increased from 80-190 to 100-180, but scaling starts at Level 6 instead of 7

System Buffs

  • The -1 Gold given by Midlane minions have been removed

Item Nerfs

  • Ardent Censer
    • On-hit damage reduced from 15-30 to flat 15
  • Bloodthirster
    • Price increased from 3200 to 3400
  • Galeforce
    • Attack Damage decreased from 55 to 50
    • Active Damage adjusted from 150-350 + 200% Crit Chance to 15-350 + 45% Bonus AD
  • Imperial Mandate
    • Coordinate Fire initial damage decreased from 35-75 to 40-60, while ally bonus damage against Marked targets changed from 70-150 to 80-120
    • Movement Speed increased from 20% to 25%
  • Rapid Firecannon
    • Energized damage decreased from 60-140 to flat 60

System Nerfs

  • Overheal
    • Shield has been changed from 20-300 to 11% Max HP to make it worth for Champions other than ADC’s
  • Red Buff
    • Damage reduced from 6+6/level to 6+4/level
    • Slow has been decreased from 10-25 to 10-20
    • Health Regen has been reduced from 1-9% to 1-5%

System Adjustments

  • Samira and Katarina won’t be invulnerable after getting a kill with their ult for the full duration when building Duskblade of Draktharr

Alongside the Enchanter nerfs, Riot Games are also changing some of their favoured items like Imperial Mandate, but they are also buffing Moonstone in order for it to be competitive with the new support Mythic, Echoes of Helia. The developers also show some love to Crit items as with the rise of Guinsoo’s Rageblade and Trinity Force, Crit has been suboptimal past 13.10. They finally addressed the Katarina/Samira interaction as well, hopefully we won’t have to face anything like that ever again – as it was terrifying to run from an untouchable Beyblade of damage.

The 13.12 League of Legends patch should release on the 14th of June with all the changes mentioned above. You will also be able to purchase the new Shan Hai Scrolls skins for Lillia, Bard, Tahm Kench and Kog’Maw, alongside the new Mythic skin, Crystalis Motus Leona!
