League of Legends Patch 13.4 Preview

The big patches keep coming to LoL. For Patch 13.4, the focus is on system adjustments.
Season 2023 has included some of the biggest early season patches in recent years. In the last couple of patches, Riot made adjustments to junglers, melee supports, ADCs and fighters. The trend continues with patch 13.4. Support role balancing is once again at the center. With pro play dominated heavily by enchanters or ADCs in support, the balance team decided to get to the root of the problem and adjust the starting support items. With Spellthief's Edge/Spectral Sickle nerfed and Relic Shield/Steel Shoulderguards buffed, we should start to see more engage supports in pro play, and a lot more of them in solo queue.
Another big system change made is to the kill experience in the game, especially when it comes to getting kills on enemies ahead of you in levels. According to Ezra ‘Phlox' Lynn, a designer on the Summoner’s Rift team, players will get ~30-40% less experience from kills against someone the same level as them from 1-9.

When does LoL patch 13.4 go live?
Patch 13.4 will go live on February 23.
The first region that the patch will drop is the Oceania servers at 10 AM AEDT. The rest of the servers will follow suit in the morning hours of their respective regions. Here are the timings for most servers:
- 3 AM PT (NA)
- 5 AM GMT (EUW)
- 3 AM CET (EUNE)
