Patch 7.23a is already here, we check out the changes in the latest update.
After waiting for around three months, the Outlanders Update is here, and oh boy has it changed the way we play Dota 2 forever. There are tons of changes all over the place so we advise you to check our in-depth coverage. Long story short, some heroes had to change in order to be relevant again.
It seems like IceFrog and Valve heard our calls because 7.23a is now officially live, just two days after the first release of 7.23. Let’s take a look at the changes.

- Neutrals will now only drop only three items per tier. Previously, you could get an infinite amount of neutral items, some of which were pretty strong.
- The Neutral Items no longer have an end period bur rather just a start one (5/15/25/40/70). In addition, the higher tier items will always roll first.
Every single item change in 7.23a relates to the Neutral Items. This is expected because some of them were just way too strong to stay. Of course, they might be not as good as some of the big items you can purchase, but the sheer fact you can randomly get those items without doing anything made them kind of sketchy.
Let’s see some of the most “severe” changes.
Book of the Dead this items’ CD saw an increase from 75 to 90 and its duration reduced to 75 from 90.
Mind Breaker the Manabreak from this weapon saw a reduction from 30 to 20. Despite that, the magic resistance provided is increased from 15% to 25%. This item was among the most broken ones, especially on certain heroes like Slark for example. We're not really sure if this nerf was enough, but we'll see how it goes. In the worst-case scenario, 7.23c will fix it.
Mirror Shield is now completely changed. Instead of having a 75% chance to activate itself, it now has a 4-second cooldown. This is good because it will be there when you need it. However, the total amount of procs will be lower.
Phoenix Ash was also among the strongest Neutral weapons in 7.23. Having said that, the new patch brings a lot of changes to it. Instead of providing +30 all stats, it will now refresh your non-ultimate abilities when it triggers. What's more, the items' health store is now only 50%, down from 100.
Spell Prism is no longer an active item. Instead, it provides 20% cd reduction, +12 All stats and +4 mana regen.
Tome of Aghanim is no longer available in Dota 2. This was one of these items that no one really liked so its removal is definitely a good sign.
Witless Shako this item is entirely new. It provides +1k HP and -400 Mana.
As you’ve probably guessed, this patch mainly focuses on some subtle nerfs to the broken heroes.
Anti-Mage's Mana Break has seen a reduction from 28/40/52/64 down to 25/30/35/40. AM was looking strong this patch, so these nerfs come as no surprise. However, we still believe he is one of the top tiers carriers in Dota 2 right now.
Drow Ranger’s Multishot now has less cooldown during its early levels, which is pretty cool. The entire concept of this ability is strange but this CD reduction will definitely make it a little bit more popular. Apart from that, Drow’s Marksmanship aura and damage saw a sizeable increase.
Morphling is one of the few heroes who got a buff. His intelligence, base strength and attribute shift stats are all increased.
Outworld Devourer also received a lot of buffs. His Intelligence is now set at 30 + 4.2 and his strength at 21+ 2.9, a significant increase from before. As if that wasn't enough, Sanity’s Eclipse mana per charge and multiplier have also been increased a little bit.
New Hero Nerfs? Not yet
Even though we think the new heroes deserve a nerf, that’s actually not the case here. Instead, both Snapfire and Void Spirit received buffs in 7.23a. Snapfire has two extra starting armor, more strength gain, and buff to three of her spells.
Be sure to check the full update log because there are more heroes that got some sort of a change. Despite the update, the second set of DPC qualifiers are about to begin today. It will be very interesting to see some of the top teams back in action.
